BIO

Environmental Health Practitioner since 1993

Having completed my studies in 1992 I worked as an Environmental Health & Building Surveyor approving and inspecting all classes of buildings  until 2000 when I moved to the United Kingdom. I then continued as an EHP with London Borough of Croydon specialising in housing, then with Plymouth City Council as a Senior EHP in the Private Rented Team. I launched the Private and Rented Housing People on 13 March 2017.

I offer inspection, reporting, advice services and training based on 24 years experience in the field of housing. I will be flexible and responsive to your requirements. A quote comes with no obligation and I will always offer an initial free discussion/consultation. Should you wish to use my services I will endeavour to schedule a visit not more than 7 working days from the date of our discussion.

HHSRS Services

This includes inspection and reporting for all 29 hazards as laid out in Part 1 of the Housing Act 2004 and associated Regulations, as well as pre-purchase advice and inspections. Costs start from £100 for on-site advice in a modest property, and £200 for inspection and report on the same property, and increase with the increase in size and complexity of a property.

HMO Services

This includes complete HMO inspections and reports on compliance with the Housing Act 2004 and associated Regulations, as well as Fire Risk Assessments as required by the RRO2005 in certain HMOs. Also included are pre-purchase advice inspections and reports, and a licence submission service. Costs start at £100 for on-site advice in a 5 dwelling or less HMO. An inspection and  report on the same property would be £250.  For larger properties and other services call me for a discussion and quote.

Other Services

This includes statutory nuisance reports and inspections, disrepair reports and inspections, immigration inspections and letters for the Home Office, and GP support inspections / visits regarding poor housing conditions. Call me to discuss your requirements and to obtain a quote.

WHAT AREA DO YOU COVER?

I will cover all of the South West including all of Cornwall, Devon, Somerset, Wiltshire and Dorset. Inspections carried out within a 50 mile radius of Plymouth will not be charged any extra for travel. Those outside that radius will have an additional charge to be agreed between the parties prior to the visit.

WHAT ARE YOUR QUALIFICATIONS?

I obtained a Bachelor of Applied Science (Environmental Health) specialising in Health & Building Surveying from the University of Western Sydney in 1992. A Graduate Diploma in Urban & Regional Planning from the University of New England followed in 1998, and in 2008  I was registered with the EHRB as an Environmental Health Officer in England & Wales. In 2005 I completed the course in HHSRS run by Warwick University, in preparation for the Housing Act 2004 introduction in April 2006.

WHAT INSURANCE DO YOU CARRY?

I have professional indemnity insurance and public liability insurance both to the value of £1,000,000 from a specialist insurer of Environmental Health Practitioners.

WHAT IS HHSRS?

HHSRS stands for Housing Health and Safety Rating System. It was introduced as part of the Housing Act 2004 in April 2006, and is a risk based assessment of defects in a property and to what degree they are likely to affect the health of the occupants. There are 29 Hazards that are assessed, and during an inspection I look at defects that may contribute to any of the hazards. Once the inspection is complete and I have returned to my office I use the likelihood of a resident being exposed to the hazard, multiplied  by the degree of harm such an exposure would cause, to calculate a score for each hazard found in a property.

WHAT IS RRO 2005?

The Regulatory Reform (Fire Safety) Order 2005 is a piece of law that applies to a building containing flats where there are 2 or more flats sharing common entrances and means of escape halls and passages. It places a requirement on landlords to have a Fire Risk Assessment in place, to carry out the recommendations of the assessment, as well as to review the assessment on a regular basis.

WHAT IS AN HMO?

An HMO, or House in Multiple Occupation, is simply a house where there are 3 or more persons living in 2 or more households. The definition comes from the Housing Act 2004, and includes so-called "shared houses". A "Licensable" HMO at present is partly defined by Part 2 of the Housing Act 2004, and can be further divided into those which MUST be licensed, and those that MAY require a license. All HMOs with 5 or more persons and having 3 or more stories AND having a degree of shared facilities MUST be licensed. Those with less storeys/persons MAY require a license depending on your Local Authority, if they have additional/discretionary licensing.

ONCE THE INSPECTION IS DONE, HOW LONG UNTIL I RECEIVE MY REPORT?

I aim to send your report to you within 5-7 working days of the inspection. Reports will be posted First Class, and also scanned and attached to an email where an email address has been provided.
